Dean scored 27 goals in 27 matches for Rovers in the 1924/25 season and soon came to the attention of other league clubs. Everton scouts first began reporting favourably on Dean in January 1924, but the directors took some time to sign him! On 3 March 1925 Bill Sawyer reported that Rovers had refused £2,750 from Everton for Dean. Two weeks later the Club signed Dean for £3,000.
